 Tasks and Qualifications of Change Management Advisor (Revenue Administration)

  Tasks:

a)       General:

He will work as the team leader and report to the Project Director for overall progress of the project. The consultant will be responsible for implementing tax administration modernization component of NBRís policy reforms including introduction of risk management and audit based control techniques through use of information technology and other practices of a modern tax administration. He will ensure that the consultants and other resources employed by the project are being utilized to their full potential to achieve the objectives and outputs stated in the terms of reference and logical framework. Within one month of his appointment he will have to submit an inception report to the Project Director detailing the action plan of the project implementation and the use of the consultants.

b)       Technical:

                                 i.      Oversee and provide regular management input into the following major areas:

(a)        improving NBRís organizational arrangement;

(b)        improving human resource management practices of NBR;

(c)        improving Customs valuation and assessment/clearanceprocedures and techniques of risk management;

(d)        income tax circle office computerization;

(e)        assessment of weaknesses and capacity development needs in VAT business process;

(f)          strengthening the research and statistics wing of NBR;

(g)        strengthening the training activities of revenue administration staff, and

(h)        Computerization of VAT offices;

                                ii.      Increasing professionalism in revenue administration under NBR;

                              iii.      Ensuring smooth coordination of training activities within the project and also link the Training Academies;

                               iv.      Working closely with the GOB officials and assisting in implementing the change management at NBR and its field level offices;

                                v.      Putting in place the appropriate measures to ensure the long term sustainability of the outputs of the project;

                               vi.      Assisting NBR in procurement of all equipments and assets.

c)       Management:

                             vii.      Coordinate the activities of the local and international consultants;

                            viii.      Ensure that the formal and informal communication with IDA and NBR are maintained;

                              ix.      Liaison with the Project Director to ensure coordination of activities of consultants and the counterpart officers;

                                x.      Ensure management control of proper records of assets and purchases including inventory record;

                              xi.      Ensure proper accounting records of expenditure are kept and that such expenditure is incurred in line with the project budget;

                             xii.      Report to Project Director in the prescribed format and time schedule;

                           xiii.      Represents the consultants in the Steering Committee;

                            xiv.      Support for review process and future panning;

                             xv.      Perform such other functions as assigned by the Project Director.

Qualifications:

a)       Graduation Degree, preferably with a masterís degree in Public Administration, Management or MBA, from any recognized university;

b)       10-15 years experience of working in a modern tax revenue administration, preferably in any developing country; of which at least 5 years work experience in a tax-related organization in policy formulation / strategic planning in Human Resource Management;

c)       Excellent general knowledge  and proven track record of policy reform and strategic planning;

d)       Experience in similar type of project management in developed or developing countries will be preferred;

e)       Team building and leadership skills;

f)         Knowledge/experience of automated system preferred;

g)       Comprehensive knowledge of Income Tax, Customs, VAT laws, procedures, systems and processes will be preferred;

h)       Excellent communication and presentation skills;

i)         Some experience of working with the private sector preferred;

j)         Experience as a trainer of tax revenue officials preferred.

Qualifications:

d)       Clear understanding about government bureaucracy and management;

Tasks:

 

a)       Develop a comprehensive management information system and computerization plan for the National Board of Revenue and its field offices;

b)       Developing a fully equipped PC-based communication facility at NBR and its field offices Ė Income Tax, Customs, and VAT with appropriate interface via EDI hook-up;

c)       Design and project the future staffing pattern and equipment requirements for NBR;

d)       Specify hardware, software and communication peripheral requirements for the above and facilitate their procurement;

e)       Developing, testing and implementing the required software for administering the business process (from circle offices to Commissionerates and NBR) and database in different subordinate offices and NBR;

f)         Design, install and configure the network connecting all Commissionerates and their subordinate field offices to a central database at NBR;

g)       Assess the data needs of policy planners at NBR, design and implement at appropriate Management Information System (MIS) at NBR;

h)       Study and analyze essential elements of effective NBR computerization with particular emphasis on improving administrative efficiency, service compliance;

i)         Organize training courses for the officials and staff at NBR and make the officers of NBR effective users of the computer and communication technologies;

j)         Study and analyze data needs for Commissionerates for effective monitoring, with particular emphasis on improving administrative efficiency, service compliance;

k)       Design appropriate modules for dispersion of data from the central database at NBR to the Commissionerates for effective monitoring of tax revenue administration;

l)         Manage the central transactions database at NBR and developed appropriate modules/utilities for effective and regular dispersion of the data through regular NBRís Web page;

m)     Analyze and document appropriate audit trail for management at NBR;

n)       Analyze and document appropriate procedures for the data security, integrity and maintenance of the NBRís Information System;

o)       Perform such other functions as assigned by the Project Director.

 

Qualifications:

 

a)       Graduation degree on ICT or related field from any recognized university, masterís degree in ICT will be preferred;

b)       8-10 years working experience in system design, project implementation and management experience;

c)       Experience in the design, development and implementation of LANs, WANs, and most recent communication technologies;

d)       Experience in the design, development and implementation of hierarchical and relational database captured through a customized software with executive information system capability;

e)       Extensive exposure in a revenue-focus public organization, preferably in a developing country;

Tasks:

 

a)       Review the existing customs procedure and indicate their divergence with modern customs practices;

b)       Establish a benchmark level of performance in areas like days taken in clearance of goods, payment of duty drawbacks, level of automation, accounting of warehoused goods, attitude towards work of officials, and people's perception of customs;

c)       Design both short and medium term plan to align them to modern customs procedures;

d)       Reduce the clearance time for import and forwarding time for export of goods;

e)       Secure due government revenue and enforce import and export restrictions in a non-obtrusive manner;

f)         Encourage exports through quick disbursement of duty drawbacks;

g)       Suggest changes in existing legislation, rules, orders and forms;

h)       Establish various goals with respect to various benchmark performance;

i)         Implementselected other modernisation elements;

j)         Design and implement streamlined procedures for clearing exports and imports;

Qualifications:

d)       Well developed knowledge of principal international Customs conventions(e.g. HS, Kyoto, WTO/GATT Valuation Code);

Tasks and Qualifications of Customs Valuation Expert

 

Tasks:

 

a)       Assisting NBR and Commissioner (Customs Valuation) to establish a valuation database that includes accurate reference value of goods that constitute significant imports into Bangladesh;

b)       Assisting to establish procedures that enable the database to be systematically kept up to date and to retain its usefulness as a tool for Customs field operations;

c)       Assisting the Commissioner (Customs Valuation) to establish the valuation function at both NBR and in the field, including:

i.       defining the role of the Valuation Directorate and implementing it;

ii.     ensuring that import clearance staff are properly trained to value goods under WTO rules;

d)       Training people in application of the valuation laws;

e)       with CAM-1 developed IT software, ensuring that computerized sites have necessary access to the valuation system;

f)         Assist NBR in developing simplified and modern Customs clearance procedures;

g)       Assist NBR in developing simplified and modern techniques of risk assessment for Customs;

h)       Assist NBR to ensure that Bangladesh complies with its international obligations entered into in the WTO Valuation Agreement, and in implementing the Valuation provisions of the Customs legislation.

 

Qualifications:

 

a)       Graduation degree from any recognized university

b)       10-12 years experience of working in a modern customs administration of which at least 5 years experience in Customs valuation, assessment, clearance and risk management in managerial/ policy planning position;

c)       Experience of working in international organization and/or developing countries, preferably in South Asian countries is preferred;

d)       Experience of designing customs risk-based management system;

e)       Experience of policy formulation and strategic planning in Customs;

Tasks and Qualifications of Training Expert 

Tasks: 

a)       Design a work plan to improve the capability and capacity of the Customs & VAT and Income Tax Training Academy (CTA) so that they will be able to efficiently plan, manage and coordinate the future enhanced annual training program, develop necessary training programs and courses, deliver high quality training to NBR staff, evaluate the effectiveness of its training efforts, and support On-the-Job Training (OJT) by managers and supervisors in the field;

b)       Execute key elements of the plan by transferring skills to the training staff in the techniques of forward planning, training needs analysis, course & program development including standards and achievement levels, methods of training delivery, and evaluation of training effectiveness, and linkages to performance management;

c)       Develop a framework for the implementation and monitoring of on-the-job- training;

d)       Develop the most appropriate approach to management and supervisory training for NBR and identify content for appropriate training programs;

e)       Identify the qualifications for personnel to be trained in the Academy, for NBR to select individuals and assign them to the Instructor Training and Course Development Program;

f)         Use the Trainers Training and Course Development Program to be conducted at the training academies as a vehicle for transferring the skills and techniques listed above;

g)       Preparing training modules, training manuals and training materials for different categories of participants;

h)       Organize training for the trainers and prepare training manuals for the trainers;

i)         Perform such other functions as assigned by the Project Director.

 

Qualifications: 

a)   Graduation degree from any recognized university. Masterís degree in Management, Public Administration, or MBA will be preferred;

b)   8-10 years experience of all facets of revenue processes and procedures;

c)       Experience as a trainer in a public revenue-related organization is desirable;

d)   Excellent communication & presentation skill essential;

e)       A detailed knowledge of the features and attributes of UNCTAD-developed ASYCUDA++ is preferred;
